For many years stat plans under Qld legislation were required to be submitted "in the month of March" and this worked very well.

In recent times some bright spark changed the wording in the new legislation to "before December 31 each year" and has been interpreted now that plans are updated/submitted just prior to Dec 31.

However "before December 31 each year" is totally open to different interpretations as "before December 31 each year" does in fact allow plans to be submitted anytime throughout the year but doubt this was the "intent" and not how the department expects things to be.

So does anybody know who the bright spark was?
When are they going to change it back?
